STUDIO CITY : Agreement Reached on Nightclub Noise

The owner of a cabaret and the Studio City Residents Assn. have agreed on steps the cabaret will take to let nearby residents sleep better.

Allen Adel, developer of Pasion, at 12215 Ventura Blvd., has agreed to put in an additional door and sound-blocking curtain at the nightclub’s rear exit. In return, the residents group has agreed not to oppose a city decision to grant Pasion a conditional use permit to serve alcohol, have dancing and provide entertainment.

A city zoning official granted Adel the permit on June 10, provided that the cabaret reduce its planned operating hours, fence its property, and serve alcohol only with food. But residents, saying the conditions didn’t go far enough to address potential noise and parking problems, appealed the decision.

Under the agreement, Adel will allow the city to review how well he has complied with the conditions by reapplying for project approval in one year. He will also install an emergency exit sign and alarm at the rear door exit. That proviso is intended to keep the back door closed, which would keep down noise heard by residents living across the Los Angeles River from the club.

“I think (the agreement) speaks to the reasonableness of our concerns, and the absolute necessity for residents and businesses to work together to promote a quality community,” said Tony Lucente, president of the residents association.

Adel could not be reached for comment Thursday.
