BREA : Members to Be Sworn In, Others to Retire

The City Council and Redevelopment Agency are expected to be reorganized tonight, as some members retire and others are sworn in.

There will only be one new face on the council, Lynn Daucher, who was the top vote-getter in last month’s election with 19.6% of the total ballots cast.

The election drew eight candidates in a race for three council seats.

Also being sworn in by City Clerk Elaine M. Capps will be incumbent council members Burnie Dunlap, who received 19.2% of the vote, and Glenn G. Parker, who drew 15.7% of the ballots.

After the council members have taken their oaths of office, they will choose a new mayor and a new mayor pro tem, who will both serve one-year terms.

It is expected that Mayor Pro Tem Bev Perry will become Brea’s new mayor.

Retiring from the council will be Carrey J. Nelson, who was appointed to the legislative body in June, 1978, and was first elected in 1982.

He declined to run in the November election.

Nelson was previously a member of the Brea Redevelopment Agency as well, but he resigned that position in 1993.

The resignation came after the state Fair Political Practices Commission reported that Nelson’s financial interest in a property within the redevelopment district may violate conflict-of-interest regulations.

The Orange County district attorney declined to prosecute the matter because the statute of limitations had expired.

Also retiring tonight will be Redevelopment Agency member and former mayor Gene Leyton. He was appointed to the agency after Nelson stepped down in 1993.
