Police Identify Pedestrian Struck, Killed on Freeway

A pedestrian who was struck and killed while trying to cross the San Diego Freeway during rush hour was identified Tuesday as Jack Alan Hall of Santa Ana, the California Highway Patrol said.

Hall, 42, was struck by a car that was heading north on the freeway at 55 m.p.h. about 5:30 p.m. Monday, CHP Officer Joan Rivas said. He was pronounced dead at the scene, Rivas said.

Investigators do not know why Hall had been trying to cross the San Diego Freeway north of Beach Boulevard, Rivas said. The driver was not cited.

The car-pool lane was shut down for more than an hour as officers investigated the accident, slowing down traffic for afternoon commuters on a four-mile stretch of the freeway, Rivas said.

The accident was the second this week in which a pedestrian crossing an Orange County freeway was struck and killed.

On Sunday, Steven Moreno, 13, died while running across the northbound lanes of the Santa Ana Freeway at Broadway in Santa Ana. Moreno was taking a shortcut home from MainPlace/Santa Ana, CHP officers said.
