PUC Postpones Release of Plan to Deregulate Electric Power: As many in the energy industry expected, the California Public Utilities Commission said it will delay release of its final proposal for deregulating the state’s investor-owned electric utilities, which had been tentatively scheduled for today. The commission--laboring with only three sitting commissioners on a five-member board--could not agree on all elements of the plan, according to sources who asked not to be named. The commission did not say when it expects to release the plan. The agency said that “additional time is necessary for analysis of, and reflection on, the extensive record developed in this case.”
