A summary of selected City Hall actions last week affecting central Los Angeles.

CITY COUNCIL

* WESTLAKE HOUSING: Authorized the housing department to issue a $1.5-million loan to the owner of a 45-unit apartment building in Westlake that was damaged in the Northridge earthquake. The money will be used to reconfigure the building into 28 larger, more family-oriented apartments.

* SLAYING-CASE REWARD: Approved offering a $25,000 reward for information leading to the arrest and conviction of the person responsible for the May 20 slaying of Gregorio Martinez on the corner of Broadway and Jefferson Boulevard. Martinez was wounded by the lone gunman, who then held Martinez by his hair and shot him in the head. Anyone with information should call detectives at the LAPD’s Newton station at (213) 485-5277.

* INFORMATION SOUGHT: Approved offering up to $25,000 for information leading to the conviction of David Williams, 19, who was arrested for the July 3 slaying of 6-year-old Daniel Raggette, who was shot while shopping with his mother at a balloon store at 5503 S. Vermont Ave. Although authorities said they already have a strong suspect in Williams, an admitted gang member, they are urging citizens to come forward with any information that will help with a conviction. Anyone with information can call South Bureau Homicide detectives at (213) 237-1310.

* RYAN WHITE ACT: Approved a motion introduced by Councilman Mike Feuer that encourages Congress to authorize the Ryan White CARE Reauthorization Act of 1995, which would fund various AIDS treatment, research and care programs. The reauthorization would provide about $25 million in AIDS-related programs for Los Angeles County. The funding has been held up by Sen. Jesse Helms (R-North Carolina), who drew a storm of protest recently when he said AIDS is caused by deviant behavior. As of June, 1995, there have been 19,785 deaths resulting from AIDS in Los Angeles County.

* STREET CLOSURE: Approved the temporary street closure of Hollywood Boulevard between Orange Drive and Orchard Avenue on Aug. 1 from 5 to 9 p.m. because of National Night Out, an event whose theme is to “take back the streets.” Organizers estimate at least a thousand people will assemble near Mann’s Chinese Theater, then march along the sidewalks to Vine Street in a gesture to promote safe streets. Among the expected marchers will be Mayor Richard Riordan, State Atty. Gen. Dan Lungren and community watch groups.

* RITA MORENO HONORED: Approved a resolution proclaiming last Thursday Rita Moreno Day, when the actress was honored with a star on the Hollywood Walk of Fame. Moreno is the only female performer to win all four of the most prestigious show business awards: an Emmy, Grammy and Tony, as well as an Oscar for her role in the 1961 movie “West Side Story.” She thanked the City Council on Tuesday, saying, “It’s a long way from a small town in Puerto Rico to Los Angeles.”
