A few years ago, parking enforcement officers in Hermosa Beach patrolled the streets of the beach enclave with vengeful enthusiasm. Not any more.
The city this week issued a 10-point memorandum that creates a “kinder, gentler” approach to writing parking tickets, according to Police Chief Val Straser. No longer will people be ticketed if they are caught in the act of putting money in the meter. From now on, the driver is the one in the right.
Straser said many of the changes have been informally in place for a few years and the effect has already been felt. In 1988, revenue from parking tickets reached $1.4 million. In 1994, it dropped to $950,000.
