When is a construction fence not a construction fence? When a famous artist paints it, answers the Beverly Hills Fine Arts Commission. Last week, Ed Ruscha, Laddie Dill, Ed Moses, Woods Davies and Robert Graham with Anjelica Huston were among the art world luminaries on hand for the unveiling of L.A. artist Billy Al Bengston’s “construction fence art.”

Bengston, who received a small honorarium, painted 13 tall, colorful panels to act as barricades around the construction of a new public parking lot on North Beverly Drive. The panels will be installed this fall and will remain in place for up to a year.

Most intriguing, for fashion junkies, is the fact that 10 years’ worth of designer back stock will be sold in addition to spring/summer ’95 markdowns.

Maxfield/Maxmart spokeswoman Nadira Herbert says the stores’ owners have long held onto the older goods, which were considered too valuable to dump on wholesalers. Dries Van Noten, Dolce & Gabbana and Plein Sud are some of the labels.

Up Close and Personal: We had just been admiring the beautiful face of Christy Turlington on the cover of our new Saks Fifth Avenue fall catalogue. A few hours later, we saw the face, and body, in person.

The super-model, attired in a big, old T-shirt and shorts, was exiting the Spectrum Club at Water Garden. And all this time we thought the much-photographed one was a product of New York gyms.

Some investigative reporting revealed that, indeed, Turlington is a Spectrum regular who pumps iron and works out on the Gauntlet stair climber, among other activities.

The Water Garden venue, by the way, is considered small, intimate and quiet. “As a celebrity you wouldn’t feel rushed by people. When you deal with high-end professional members, they feel like they’re celebrities in their own right,” said founding partner Nanette Pattee Francini.
