In 1920, Garden Grove residents concerned about public health voted to join a sewer project under construction in Anaheim and Santa Ana.
They authorized a $35,000 bond issue to pay for the pipeline. But when $1,500 more was needed, voters said no, forcing the city to levy a tax. That led to a recall campaign that ousted three sanitary district trustees.
