Apartment House Owners Charged With Slum Violations

The owners of a Sepulveda apartment house were charged Monday with slum violations that include lack of a fire alarm system or smoke detectors.
The 27 charges were filed in connection with conditions at a two-story, 47-unit apartment house at 15543 Nordhoff St.--a building that was the target of a slum housing enforcement effort, prosecutors said.
Named in the Los Angeles Municipal Court complaint were Thomas Barrack Jr., 48, of Santa Ynez; George Bravante, 37, of Angwin, in the Bay Area, and Lawrence Kestin, 43, of Los Angeles, said Deputy City Atty. Lawrence Punter.
Punter said the defendants’ companies, EBP Asset Six Limited Partnership and EBP Asset Genpar Six Inc., also were named in the complaint, which alleges fire hazard conditions, building damage and vermin infestation.
Punter said Slum Housing Task Force inspections between June 6 and Aug. 22 uncovered a lack of rodent-proofing, broken and cracked plaster, stopped-up toilets and defective light fixtures, among other substandard conditions.
