COSTA MESA : Water District Opens Fund Shifts to Public

In an effort to increase public trust, directors of the Mesa Consolidated Water District have voted to end the practice of shifting money from one budget category to another without notifying the public.

Previously, General Manager Karl Kemp could amend the board-approved budget as he saw fit without approval of the five members or a public hearing.

Members of a citizen watchdog group, the Coalition for Clean Water--Costa Mesa, asked the board to prohibit such changes outside a public forum, and the board voted at its meeting Thursday to do so.
