. . . Orange County was said to be ill-prepared for natural disasters because of public apathy and poor communication among government agencies.
“We are in great danger,” said a member of the county grand jury, which found that most offices did not conduct drills. The report coincided with the anniversary of the 1906 San Francisco earthquake.
