Jan Mittermeier, the county’s chief executive, is recommending that the Board of Supervisors form three committees to examine ways for the county and other local agencies to restructure their operations with an eye on cutting costs and boosting efficiency.

Mittermeier will present her proposal to the Board of Supervisors on Sept. 17. In a report released Friday, county officials suggested that the committees focus on specific areas where government can be reformed and report their findings to the board.

One committee would be made up of two supervisors plus an unspecified number of elected city officials. It would concentrate on improving communication between county and city officials.

Another panel would include two supervisors and representatives from local water, sewer and other special districts. It would examine ideas for consolidating the dozens of local special districts.

The third committee would focus on surface transportation issues and include two supervisors as well as representatives from the transportation agencies.
