Board-and-Care Operators Fined
A Tarzana woman and three Los Angeles men pleaded no contest this week to charges of operating a North Hollywood board-and-care home without a license, the Los Angeles city attorney’s office announced.
Sara Friedman, 44, of Tarzana, Stanley Diller, 69, of Hancock Park and David Einhorn, 60, and Morris Ganger, 72, of Los Angeles must pay $11,200 in fines, prosecutors said.
The four operated Villa Magnolia in the 10500 block of Magnolia Boulevard. Prosecutors filed charges against the four Dec. 21 after an investigation by the state Department of Social Services. As a result of the investigation, officials shut down the board-and-care home.
According to City Atty. James K. Hahn, the problems included numerous police visits due to allegations of drug dealing, allowing severely psychotic residents to mingle with developmentally disabled and otherwise handicapped residents, and improper record-keeping. In addition, inspectors reported finding cockroaches, holes in walls, broken mirrors and, in one resident’s room, whiskey on the dresser and a bathtub filled with beer.
State inspectors returned several times last year, citing the facility each time for operating without a license, Hahn said.
Unsanitary conditions and failure to meet state standards resulted in the rejection of the operators’ application for a license, Hahn said.
