Taxpayers wouldn’t pay for the Miami Heat’s new home under a plan announced Friday, but the proposal to build the arena on the waterfront still faces a hurdle with voters on Tuesday. The new deal between the Heat and Dade County calls for the team to pay for the $165-million arena on vacant land downtown by Biscayne Bay, with the county paying for a parking garage and some of the building’s operating costs.
