Armed Man Surrenders After Standoff

A Thousand Oaks man who pointed a gun at two sheriff’s deputies barricaded himself inside his home and threatened to commit suicide before surrendering to authorities an hour later, officials said.

The incident began just after 10 a.m. Wednesday when sheriff’s officials received a call from a neighbor saying that Arthur Charles Carlisle had threatened to kill him, Sheriff’s Sgt. Dave Paige said.

A few minutes earlier, Carlisle’s mother had also called authorities saying that her son had threatened her.

When plainclothes deputies drove by the house on the 600 block of Erbes Road, Carlisle, 30, briefly pointed the gun at them before running back into his house, Paige said.

Additional deputies called in for backup blocked off Erbes Road and called for assistance from a helicopter, officials said.

Meanwhile, a member of the Sheriff’s Department telephoned Carlisle. After about 45 minutes on the phone, the sheriff’s official persuaded Carlisle to turn himself in, Paige said.

Carlisle was booked into Ventura County Jail on suspicion of brandishing a firearm and is being held for a 72-hour mental evaluation.

At about 1:30 a.m. the previous night, police dispatchers had received a number of confusing 911 calls from Carlisle. But after officials talked with him on the phone, the watch commander determined the incident was over, Paige said.

One bullet, which Carlisle confessed to have fired during the night, was found inside the house, Paige said.

A neighbor, who declined to be identified, described Carlisle as a very anxious and very talkative man. Carlisle was a self-employed masonry worker and had been a tenant at the Erbes Road house for more than two years, the neighbor said.
