2 Managers Join El Toro Reuse Team

County Chief Executive Officer Jan Mittermeier on Monday appointed two top managers who will help develop a master plan for the El Toro Marine Corps Air Station.

Mark F. Mispagel, an attorney, will head the El Toro legal team. Mispagel worked as an attorney and aeronautics division chief for the California Department of Transportation. More recently, he was an attorney with Gatzke, Mispagel & Dillon.

Mispagel is also a certified commercial pilot who served as a B-52 aircraft commander for the Air Force. He will earn a salary not to exceed $200,000.

Gary Simon will be in charge of the El Toro real estate operations team. Simon comes from Walt Disney Imagineering, where he was in charge of project development and construction of the $100-million Anaheim Stadium renovation.

He also helped develop and build a Disney sports complex in Orlando as well as hotel and office tower developments on the East Coast. He will earn a salary not to exceed $154,000.

Simon and Mispagel will join other county planners who are creating a reuse plan for the El Toro base, which is scheduled to close in 1999.
