The City Council has denied a special event permit to the Vietnamese Community of Southern California, which had wanted to commemorate the 1975 fall of Saigon this month.
In turning down the request, city officials said the group had not adequately contacted business owners and residents who might be affected.
The group had asked the city to close Bolsa Avenue between Magnolia and Moran streets for four hours Saturday to accommodate the expected 2,000 spectators who gather annually at the 99 Supermarket on the anniversary of the fall of Saigon.
The city asked that organizers provide written notice of the closure request to nearby businesses and residents before March 20. Officials said the group failed to meet that deadline.
The lack of a permit will not prevent a ceremony but will limit the number of participants who can gather on the sidewalk outside the supermarket.
