Wife, Boyfriend Charged in Man’s Slaying

A woman and her boyfriend have been charged with killing her husband, whose body was found in a burning trash bin in July, Garden Grove police said.

Janet Marie Carter, 44, was arrested Tuesday on a warrant charging her with murder and using a firearm, as was her boyfriend, Kenneth W. Boone, 34, a transient, said Garden Grove Police Lt. John A. Woods.

Also arrested was Tina Lorraine Chamberlain, 33, also a transient, who was charged with being an accessory to murder. Woods had no information Wednesday, though, on Chamberlain’s connection to the couple or her alleged role.

About 6:15 a.m. July 26, Garden Grove firefighters found the body of Lynn William Carter inside a blazing trash bin they responded to at 12833 Harbor Blvd.

The body was so badly burned it took two weeks and the use of dental records to identify the victim as Carter, 54, of Westminster.

Five days after the fire, his van was found, engulfed in flames, near an intersection in the city of Orange, police said. Investigators believe blood found inside the van is Carter’s, Woods said.

Witnesses told police they saw Janet Carter and Boone in the area of the burning van, Woods said. Using that information and other evidence, detectives got a warrant to search Janet Carter’s home on Rochelle Avenue in Westminster.

Woods had no details of what investigators found at the home, but detectives believe Lynn Carter was shot and killed in the bedroom there, a police report said.

Garden Grove detectives picked up Janet Carter at her new home in Mesa, Ariz., Woods said. She’s being held in that city pending extradition, police said.

Both Boone and Chamberlain were arrested while in custody on unrelated charges at the Orange County Jail--Boone on Tuesday and Chamberlain on Wednesday, police said. Both are being held without bail.
