City Ends Contract With Consultant
In response to angry residents, the City Council this week terminated its contract with Robert Bein, William Frost & Associates to prepare an environmental impact report for a proposed 2,500-home project north of Turtle Rock.

A representative from the firm--known as RBF--denied any conflict of interest and said he would have welcomed an independent review of its work on the report.
