School Transfer Policy to Be Reviewed

The Newport-Mesa Unified School District board will review its policy on school transfers tonight, after staff members encouraged a lifting of the district’s moratorium.

The district outlawed intra-district transfers for elementary school students two years ago, citing booming enrollment and the requirements of class-size reduction. The school board renewed the moratorium in February and a month later considered expanding it to middle and high schools. Trustees rejected that plan after parent complaints.

Parents who favor the transfer option say they want the flexibility to move their children if they believe they aren’t getting an adequate education in their neighborhood schools. Under the proposed plan, parents of elementary school students would be able to petition for transfers Sept. 1 to 18.
