After an investigation by the state attorney general’s bureau of Medi-Cal fraud, officials alleged Long was creating fictional patient files to fabricate billings.

Records supplied by Jalallian contained information needed to bill the Medi-Cal program, officials said.

Jalallian worked as a family support officer from April 1990 until her resignation last month.
