Chief Shuffles LAPD Staff

In another major restructuring of his command staff, Los Angeles Police Chief Bernard C. Parks on Thursday assigned more than two dozen top officers to new jobs and promoted a number of others.

“This was done to make the department a little bit leaner and a little bit more efficient,” said Deputy Chief Martin Pomeroy, publicly announcing the changes for Parks, who was out of town.

The chief ordered the reassignments to invigorate LAPD divisions with new leadership and give top officers broader experience, officials said. Sources said some transfers were aimed at removing captains who, after years of service, had become complacent in their positions.

The chief promoted four lieutenants to captain. They are: James McDonnell, Kirk Albanese, Earl Paysinger and Kyle Jackson. Capt. Daniel Schatz was promoted to commander.

“These officers are all very competent and well qualified individuals,” Pomeroy said.

Since taking office in August, Park has shuffled top jobs on several occasions as part of an effort to streamline his command staff and increase accountability throughout the department.
