Anaheim City Council

SHELTER DISPUTE: A public hearing will be held to consider renewal of the operating permit for the Eli Home for abused children and their mothers. In addition, the council will consider modifying the permit, including parking provisions. Last month, the city’s Planning Commission approved renewal of the Eli Home’s operating permit for two years, despite objections from neighbors. Shelter officials had requested a permit without a time limit.

Capistrano Unified School District

AFTER-SCHOOL ACTIVITIES: School board members are set to consider collaborating with the city of San Juan Capistrano to provide after-school activities for students at Marco Forster Middle School. The joint agreement would be supported by a $6,700 grant. Activities are proposed year-round, Monday through Thursday, at the school and city community center.

Costa Mesa City Council

SKATEBOARD PARK: A proposed ordinance regulating safety at a yet-to-be built skateboard park would require helmets and elbow and knee pads of all users. Responding to state legislation that reduces liability risks to cities, the City Council in April approved conceptual plans to build one unsupervised skating area at Lions Park, and left the option open for a second one elsewhere. The city attorney’s office suggests the safety regulations to help prevent injuries.

Seal Beach City Council

ELECTION WRAP-UP: Meeting for the final time, the old City Council will certify the results of last Tuesday’s election, swear in three newly elected councilmen and “bid adieu” to outgoing members, City Clerk Joanne Yeo said.

Shawn Boyd, William Doane and Paul Yost will be sworn in to replace Marilyn Bruce Hastings, Harry Fulton and Gwen Forsythe. Hastings and Forsythe leave office, after eight years on the council, due to term limits. Fulton, with two years on the council, was defeated in a March 24 election by Doane, whose resignation from the City Council in 1996 resulted in Fulton’s appointment to the panel.

The council also must certify the results of last Tuesday’s runoff battle between Old Town candidates Boyd and psychologist Matt Duggan. Businessman Boyd edged out Duggan with just over 50% of the vote.

Westminster School District

TEACHER OF THE YEAR: The Board of Education will honor the district’s 1998 Teacher of the Year, Heidi DeBritton, an eighth-grade teacher at Helen Stacey Intermediate.

The meeting also will include a report on the state of educational technology and special education for students with disabilities.

Mission Viejo City Council

HOUSING BOND: A requirement that the Mission Viejo Co. post a $1-million indemnity bond on proposed housing near El Toro Road could be erased by the City Council.

Because the proposed homes are under one possible flight path to the planned El Toro airport, the security fund was needed in case future homeowners sued the city over excessive noise. But the developer is planning to require prospective homeowners sign a legal waiver, leading to the proposal to eliminate the bond.
