The City Council tonight will consider increasing its budget for the Headlands development project by $41,000 to pay for additional legal services. The city is defending itself against a lawsuit brought by the Headlands developer, filed after a months-long tug of war over creation of a new development plan for the land. A judge recently ruled in favor of the developer, Headlands Reserve LLC, and ordered the city to consider its plan, which calls for more homes and a different location for a hotel than the city’s plan.
