LAGUNA NIGUEL
The City Council tonight will consider awarding a contract for the construction of ball-field lighting at Crown Valley Elementary School. Residents protested plans to light the fields when the council approved the concept in August. They complained about the potential for increased neighborhood traffic and glare.
