The City Council this week approved a 45-day ban on landscaping taller than 6 inches on any property between a lake and a public street. The moratorium specifically targets the Lake Mission Viejo Assn. and the planting of any more oleander bushes along Alicia Parkway.

The Planning Commission soon will consider a permanent ordinance to force the association to remove the existing oleanders, which the city contends will block views of the lake from the street.

A judge ruled in August that the city’s 1989 ordinance prohibiting “screens” of open space did not apply to the oleanders. Association officials have contended they will prune the shrubs to prevent blocked views.
