LAGUNA WOODS
The City Council voted Wednesday to appoint Mayor Pro Tem Bert Hack as the city representative on the El Toro Reuse Planning Authority. Mayor Jim Thorpe will serve as alternate delegate. The city, however, has not yet decided if it will join the anti-airport organization. City Manager Leslie Keane said that the city is still negotiating with ETRPA and that the appointments were a formality should the city become a member of the organization.
