A group of residents has raised more than $100,000 to help prevent airplanes from El Toro from flying over their neighborhood.
The Monarch Bay Homeowners Assn., a group of more than 200 residents, raised the money to promote passage of the Safe and Healthy Communities Initiative, which is designed to derail plans for a commercial airport at the former Marine Corps Air Station at El Toro.
The measure would require two-thirds voter approval before the county could build or expand airports, large jails or hazardous-waste landfills.
