The City Council will consider a staff proposal recommending that the Orange County Transportation Authority either halt further engineering of light rail, including a proposed segment from Irvine to Costa Mesa, until further evaluation of the project is made, or adopt a “no-build” alternative. The council meeting begins at 5 p.m. in council chambers, 200 S. Anaheim Blvd.
