The City Council approved a $315,980 budget increase this week to fight development plans for the 122-acre Headlands area. The city filed an appeal last week after a judge ordered the city to continue processing Headlands co-owner Sanford Edward’s development plans.

Edward’s plan calls for three commercial centers, which the city says would cause too much traffic. The city wants that project scaled back to include fewer homes, more open space and a beach hotel as opposed to the bluff-top resort proposed by the owner.

Edward bought an interest in the property last year despite years of fighting between the city and the property’s prior owners. Plans to mediate have been stalled by the city’s latest legal challenge. The budget increase brings the city’s costs for the Headlands project to more than $1 million this year.
