The Planning Commission rejected a compromise Monday between the Lake Mission Viejo Assn. and city staff over landscaping at the lake. For more than a year the city has unsuccessfully tried to force the lake association to remove a stretch of oleanders, fearing that the plants would grow to block the views of the lake from Alicia Parkway. The lake association has maintained that it would control the growth of the bushes.The commission sent the issue back to its design and review committee.
