City officials will begin the process of deciding what, if any, development restrictions should apply to Old Towne’s Culver Avenue tonight. The block between Shaffer and Cambridge streets has been a battleground between property rights advocates and Old Towne preservationists for more than a year. Zoning allows multiple housing units on the unusually long lots of the block, but Old Towne Design Standards discourage building apartments.

City planners tonight will describe options that could curtail the number of units allowed on each lot. Any final decisions would be made after public hearings on the new policy, city officials said. The issue will be discussed at the council’s 7 p.m. meeting at City Hall, 300 E. Chapman Ave. The regular meeting begins at 4:30 p.m. Information: (714) 744-5500.
