3 Men Arrested in 2 Unrelated Rapes

Westminster police arrested three men in two unrelated rape cases over the weekend.

In the latest attack, a man grabbed a 16-year-old Garden Grove girl as she walked along the railroad tracks near Bolsa Avenue and Hoover Street about 9 p.m. The man placed a rope or cord around her neck, dragged her a short distance and raped her at knifepoint, police said.

The girl escaped and ran to a nearby home and called police. Officers arrested Curtis D. Miller, a 39-year-old transient matching the girl’s description. He was arrested on suspicion of rape and booked at Orange County Jail.

Earlier in the weekend, two men were arrested on suspicion of raping a 23-year-old El Monte woman in the parking lot of a Westminster bar.

Police think the men may have drugged the woman, and they are awaiting results of blood tests.

Lawrence Vu of Westminster and Loc Nguyen of Garden Grove, both 27, carried the woman from the MVP bar at 14160 Beach Blvd. to a car in the parking lot Friday, where one of the men raped her, police said. Officers came upon the car and arrested the two men.

Besides rape, the men face charges of kidnapping to commit rape and robbery, because police say they took a ring from the woman. The ring was recovered.

Vu and Nguyen are being held at the Orange County jail on $150,000 bail.
