The Orange County Fair teamed up with the Orange County Press Club to name the 1999 Orange County Fair Best Reporter and the 1999 Joan Boris Photography sweepstakes award winners. Tracy Weber of the Times Orange County Edition won the best reporter award for “Foster Kids Drugged,” her series on the abuses that foster children suffer. Eugene Garcia of the Orange County Register earned the photography honors for “Walking on Water,” a shot that captures the rainy reflections of a giant Christmas tree. Both received a $200 cash award and first-place ribbons.
