* Senior Vice President Steven J. Ryan has been named credit risk management executive for Bank of America in Southern California. In this position, he will manage the bank’s credit in Los Angeles and Ventura counties.

Ryan has been with the bank since 1971.

* David Kleitsch, the city of Ventura’s economic development manager, has received the “Extra Mile Award” for his work in forming the Ventura County Film Council and pursuing a countywide business-attraction program.

The award is from the Economic Development Collaborative of Ventura County.

* Douglas E. Kulper has been named a partner in the Ventura law firm of Ferguson, Case, Orr, Paterson & Cunningham. He works in the business and real estate litigation department.

Before joining the firm in 1992, Kulper was a certified public accountant with Ernst & Young.

* Jennifer K. Hull has been named manager of Bank of America’s Buena Center branch, 2698 E. Main St., Ventura. She will move to her new assignment from her job as assistant manager of the bank’s Westlake Village branch.

Hull has been with Bank of America for 30 years.

* Lisa T. Warden has joined Halsted Communications in Ventura as a senior associate. She will lead account teams serving the firm’s health-care clients, including Avigen, NeoTherapeutics, LifePoint and MiniMed.

Warden has doctorates in political science and French.

* SMTEK International has named Martin Cirrincione director of materials and Jack O’Malley director of operations at its electronic manufacturing services facility in Thousand Oaks. The men come to SMTEK after holding key positions at FutureFLO Systems, a Thousand Oaks water and air treatment systems manufacturer.

SMTEK provides engineering, design and manufacturing services to the telecommunications, medical, industrial and aerospace industries.
