GARDEN GROVE
The City Council recently denied a claim filed by a man who alleged that the “city allowed a dangerous and defective condition” to exist on Harbor Boulevard that in turn caused him to crash while riding his bicycle. An attorney for the man filed the claim against the city on Feb. 10, 1999, and sought $100,000. The man crashed near 13772 Harbor Blvd., where a fire hydrant had been leaking into the roadway.
