Tuesday night’s City Council meeting may be a turning point for this city, which has been locked in a council stalemate over several issues.

Councilman-elect Ken Ryan will be sworn onto the council, and a new mayor will be chosen from among the five-member body. With Ryan, the council will have the vote it needs to break ongoing 2-2 ties on issues, particularly those related to City Manager Arthur C. Simonian.

Tuesday’s agenda includes items on whether to fire City Manager Daniel Miller and appoint Public Works Director Roy Stephenson as acting city manager. The council may also consider suspending its contract with the attorney hired to pursue legal action against Simonian, whom the city is suing to recover $300,000 in bonuses he allegedly took without council authorization. Simonian has denied any wrongdoing and is suing to get his job back.
