The City Council postponed establishing a “no-kill” animal shelter and instead formed a committee to study the idea.

The council’s unanimous decision was made Wednesday after the city was presented with the cost of joining the privately owned Coastal Animal Shelter Authority in San Clemente. The city would pay an estimated $490,000 the first year and $454,000 for each subsequent year.

More than 60 members and supporters of Capistrano Animal Rescue Effort petitioned the city in May to form a program to save impounded animals from being killed unless they are suffering or considered dangerous.
