Authorities Seek Help in Finding 3 Fugitives

The Ventura County Sheriff’s Department is asking the public’s help in locating three people wanted for allegedly failing to appear in court or violating probation. Arrest warrants have been issued in each case.

Frank Carl Smith, 30, allegedly failed to appear in court on a charge of cultivating marijuana. He last lived in the 600 block of Wilshire Place in Newbury Park. He is white, 6 feet 4, 250 pounds and has brown hair and brown eyes.

Fernando Espinosa, 24, allegedly failed to appear in court on charges of possessing a controlled substance and driving on a suspended license. He last lived in the 50 block of Maegan Place in Thousand Oaks.

Espinosa is Latino, 5 feet 9, 170 pounds and has black hair and brown eyes. He has a totem pole tattooed on his left calf.

William Warden Caroll, 33, allegedly violated his probation on a conviction for possessing a controlled substance. He last lived as a transient in Santa Paula. He is white, 5 feet 9, 155 pounds and has brown hair and hazel eyes. He has a devil tattooed on his left arm.

Anyone with information is asked to call Ventura County Crime Stoppers at 385-8255 or 494-8255. There is a cash reward for any information that leads to an arrest.
