* Franklin Telecommunications Corp. in Westlake Village, a maker of high-speed telecommunications equipment, has named Albert P. Jaffe to its board of directors.

Currently a consultant to petroleum companies and foreign governments, Jaffe once held management positions at Mobil Corp.

Jaffe of Dallas is an engineer and a member of the Assn. of International Petroleum Negotiators.

* Randy McCaslin, a longtime Ventura County real estate broker, has been named association executive of the Ventura County Coastal Assn. of Realtors.

McCaslin has worked in the local real estate industry since 1975 and has owned several real estate offices in the area. He has been an active member of the California Assn. of Realtors and the Ventura County Coastal Assn. of Realtors.

* Robert W. Bein, chief executive of RBF Consulting in Camarillo, has been named national president of the American Society of Civil Engineers.

Bein has more than 40 years of professional engineering experience and is a licensed engineer in 13 states. During his tenure at RBF, the company has grown into a firm of more than 600 professionals who provide services for planning, design and construction. The firm has nine offices in the western United States.

* Ray Pearl has been promoted to chief executive of the Building Industry Assn. of Southern California’s Greater Los Angeles / Ventura County chapter in Calabasas. He will oversee all chapter operations.

The Building Assn. of Southern California is a nonprofit trade group representing home builders in six counties.
