SAN JUAN CAPISTRANO
A traffic commissioner Thursday dismissed a ticket issued from San Juan Capistrano’s red-light camera system because he could not identify the driver in the photograph.
Two other cases at the South Justice Center Annex in Laguna Hills involved alleged violations captured on camera at the intersections of Del Obispo Street and Ortega Highway, and Del Obispo and Camino Capistrano.
Commissioner Matthew Flynn dismissed the ticket against Mehdi Luhrassebi of Mission Viejo, saying he was unable to identify the driver, whose face was partially obscured by the rearview mirror in the grainy picture.
