Catch 23 Entertainment Appoints New President, Financial Officer

* Jeremy Barber has been named president of Catch 23 Entertainment, a Los Angeles film production company. The former Aristan Entertainment executive will oversee the company’s efforts to acquire and develop film projects and will also start a talent management company, which Catch 23 will help finance. The company also named former Largo Entertainment controller James Ewing as its senior vice president of finance.

* Curt Doty has been promoted to executive vice president of global entertainment marketing communications company Pittard Sullivan. He will retain his title as creative director of the Culver City-based company.

* Sempra Energy has handed the last of its top titles to Stephen L. Baum, the 59-year-old vice chairman, president and chief executive of the San Diego-based energy company. Baum now is chairman, succeeding Richard D. Farman, who retired. Sempra Energy is the parent of Southern California Gas and San Diego Gas & Electric, as well as other energy companies.

* Los Angeles-based Knowledge Kids Network, a marketer of media-based educational products and services, has named former book publishing executive Frances Baggetta editorial director of the company’s first product, KidsEdge.com, a family-oriented Web site. Baggetta will be responsible for acquiring and editing the site.

* Jocelyn Topolski has joined RTKL, an international architecture, planning and engineering firm, as an associate vice president and director of commercial marketing in the firm’s Los Angeles office. She had served as west region business development director for Bovis Lend Lease in Los Angeles.
