Officer’s Slaying of Man Ruled Self-Defense

A Pasadena police officer acted in self-defense when he shot and killed a man who was threatening him with a pair of scissors earlier this year, prosecutors said Tuesday.

Officer Steve Arcand shot Javier Quezada Jr., 22, several times on Jan. 23 during a standoff in the parking lot at Las Encinas Hospital.

According to Deputy Dist. Atty. Michael Pettersen, Quezada refused repeated orders to drop the scissors and instead charged at Arcand.
