Los Angeles subscribers to the cable television service of Adelphia Communications Corp. will receive one-time credits of $25 to $32 on bills arriving this month, city officials announced Thursday.

In addition to refunding $6.1 million to more than 222,500 Adelphia subscribers, the company will roll back the basic cable and equipment rate an average of $1.91 per month.

Los Angeles officials demanded the refunds and rollback after concluding that a rate increase imposed by Adelphia last year was improper.

Adelphia, which is under Chapter 11 bankruptcy protection, was criticized by Los Angeles officials for raising cable rates while providing lavish perks and bonuses to its executives. Federal prosecutors have indicted company founder John J. Rigas and two sons. The actions affect subscribers in West Los Angeles, the San Fernando Valley and Eagle Rock.
