San Diego’s plan to develop an identification card program for medical marijuana users may be abandoned before it gets started.

San Diego’s voluntary ID card program was meant to protect sick people who use marijuana on a doctor’s advice from being arrested by city police.

The program, which was approved in September, has been stalled, partly because of a lack of funding, said Councilwoman Toni Atkins, a lead advocate of the program.

The program may no longer be needed because a new state law requires the state Department of Health Services to establish a statewide voluntary registry of medical marijuana users, Atkins said.
