OCTA Fills Last of 18 Board Seats

The Orange County Transportation Authority on Monday appointed Gregory T. Winterbottom of Villa Park and former Assemblywoman Marilyn C. Brewer of Newport Beach to the agency’s expanded, 18-member board of directors, filling the last open seats.

The OCTA board chose both for seats that represent the public. Winterbottom will serve two years, and Brewer will serve four years, in order to stagger their terms.

Under recently passed state legislation, the authority’s board was expanded from 11 voting members to 17. The 18th and only nonvoting member is Cindy Quon, director of Caltrans’ Orange County division.

The reconstituted board, which met for the first time Monday, also includes the five county supervisors and 10 city representatives -- two from each of the five supervisorial districts.

Winterbottom, a former OCTA board chairman, had to seek reappointment because of the legislative overhaul. Brewer, a Republican, served in the Assembly from 1994 to 2000. She was nominated to the OCTA board by Anaheim Mayor Curt Pringle.
