From Times Staff and Wire Reports
The Sierra Club has filed a legal challenge over a resort in the posh La Jolla neighborhood that places buoys in the Pacific Ocean each summer.
Mark Massara, a Sierra Club attorney, said the buoys are a thinly veiled attempt by the seaside La Jolla Beach & Tennis Club to cordon off a patch of state-owned tidelands.
The commission ordered the buoys removed in 2003, but allowed them to be reinstalled last summer at the urging of San Diego lifeguards. The commission voted in January to exempt the buoys from state regulations.
