From Times Wire Reports

A proposal to allow policy recommendations from neighborhood councils to become part of the official record of the city’s business was rebuffed by the City Council on Wednesday.

The proposal instead was shipped to two council panels for more discussion, irking members of neighborhood councils who believe that the proposal would help empower the city’s 86 neighborhood councils.

Several City Council members said that neighborhood council members should not be part of the record until they are required to file conflict-of-interest reports.
