The Anaheim City Council on Tuesday voted unanimously to give exclusive development rights for 53 acres of city-owned land adjacent to Angel Stadium to Archstone-Smith and Hines, a nationally known builder that reportedly has offered more than $150 million for the parcel.

Archstone plans to construct office space, two or three upscale hotels, 1,100 apartments and a plaza including a farmers market, concert venues and outdoor movies.

“We picked the developer who has the most experience in this type of development and the best track record with their financial backing,” Councilman Harry Sidhu said.

Windstar Communities and Hicks Holdings were the other developers in the running. To build apartments, Archstone must receive permission from Angels owner Arte Moreno under terms of the team’s 1996 stadium lease.

“We still have a lot of steps to take involving some of the issues with the Angels,” Sidhu said. “We don’t know the time period on this, because we don’t know how much trouble we have ahead.”

The property, now mostly stadium parking lots, is one of two Southland sites the NFL is considering for a return to the Los Angeles market.

One Archstone plan incorporates an NFL stadium, but Sidhu said Wednesday the chances of it being built on the site are “remote.”

“I have a feeling the NFL will never pencil out,” he said.
