Readers React: Net neutrality made simple

The Times discusses the core dilemma: Equal access for innovation and new companies is crucial, yet building the underlying fiber to each premise is expensive. Currently, this “outside plant” is built and owned by service providers that have sole access (and monopoly or duopoly status) but are mostly unregulated. (“Staying true to net neutrality,” Editorial, May 16)

The solution is to split the outside plant from all content and service. The fiber itself needs to be treated as a natural monopoly and highly regulated, but the beauty is this puts all Internet service providers and content providers on an equal footing.

A municipal or commercial entity builds and maintains fiber to each building; each person or business chooses ISP, TV and other providers, who pay a fee to use the fiber. This enables true competition and innovation.
